They remind that the company Alcazar Energy Partners, the founder of Wind Park Bijela, has repeatedly violated Montenegrin laws since April last year, as well as the standards and rules of the EBRD (European Bank for Reconstruction and Development) from which it seeks credit support for this project.

– First they tried to hide the alleged public hearings from us, then they invented claims that they intended to invest in the villages. They secretly approached the most vulnerable residents of our villages — the elderly and powerless — threatening them with expropriation if they refused to hand over their land. They sent surveyors onto our properties without our knowledge or consent to measure what they planned to take from us. Together with responsible persons from the Environmental Protection Agency (EPA), they allegedly falsified data in the Environmental Impact Assessment report, which the EPA approved. They also staged media narratives claiming they had the consent of residents of Šavnik villages for their project, which is a complete falsehood – state residents of local communities in Plužine and Šavnik, adding that they have collected a large amount of evidence and submitted it to their legal representatives.

They add that they will file a criminal complaint with the Special State Prosecutor’s Office against the Real Estate Administration of Montenegro, the responsible officials, as well as other legal and natural persons involved in falsifying cadastral records, for abuse of office, unlawful influence and possible corruption.

– After we uncovered and informed the public about all the illegal actions they had committed, along with complete supporting documentation, Alcazar Energy Partners has not stopped. They continue to push their project through what we reasonably suspect to be illegal influence on decision-makers within the system and corruption – the residents state.

They add that after the discovery of what they suspect to be illegal registration of expropriation proceedings in favor of CGES, followed by the registration of servitude rights in favor of Wind Park Bijela by the Real Estate Administration, they justifiably suspect the existence of organized criminal association aimed at enabling Wind Park Bijela, as a private company, to obtain financial benefit, to the detriment of local communities, their private property and their ability to remain on their land.

– When we discovered the illegal entries in the cadastral records and demanded from the Director of the Real Estate Administration, Marko Bulatović, to provide the documentation on the basis of which those notices were registered (legal basis, administrative act), the entries were deleted – again without any supporting documentation, decision or official act. We possess evidence of all this, which has been submitted to our legal team – the statement reads.

They remind that they have been fighting for almost a year against CGES plans to build an international high-voltage energy hub in the village of Brezna, which would simultaneously serve as a hub for several dozen wind and solar power plants.

CGES, they also remind, falsified project documentation on the basis of which the EBRD approved credit support for this project, stating – while the consultancy ENOVA, in the project report financed by the EBRD, claimed – that there is not a single house or commercial building within a radius of two kilometres from the planned site.

– The truth is that CGES, with the support of parts of the system which we reasonably suspect are connected with tycoon companies and their interests, plans to build critical international energy infrastructure in the center of a populated settlement that lives from tourism and agriculture and has experienced strong tourism development and population growth in recent years. Furthermore, although the existing substation – built by the private company Krnovo Green Energy – has been sinking and deteriorating for almost a decade due to the geological composition of the soil, a much larger and internationally significant 400 kV substation is planned at the same location.

This substation is particularly important for the energy connection with Italy through the submarine cable, and above all we are surprised that Italy, or the Italian energy company Terna, which is a significant shareholder in CGES, is ignoring warnings about potential disasters if this project proceeds – the statement concludes.
